World Sailing's Council has voted unanimously to endorse the implementation process for a comprehensive overhaul of Para Sailing classification rules.
Rather than tweaking the existing framework, the update rewrites the rules in full, aiming to expand and enhance opportunities within the sport.
Subject to formal Council approval, the new rules are due to take effect for competition next year.
The Council also discussed the World Sailing Neutrality Policy at the meeting, following recommendations from the International Olympic Committee, ahead of a vote to be held at a future date.
That policy governs the eligibility of Individual Neutral Athletes in World Sailing competitions. The proposed changes, put forward in line with the IOC's recommendations, would lift sanctions on all athletes from Russia and Belarus at every level. A final decision will be made at the World Sailing General Assembly in November.
Council members were also briefed on the Regulation 11.5 review of Olympic events, along with recommendations from the Equipment Committee on the LA28 Olympic Games qualification system. Submissions relating to Class Agreements and Association Status were heard as well.
The next World Sailing Council meeting will be held on 21 November 2026.
